PPWR (Packaging and Packaging Waste Regulation): What It Means for Product Data

PPWR is Regulation (EU) 2025/40 on packaging and packaging waste. It establishes EU-wide requirements across the packaging lifecycle, including sustainability, labelling, information and conformity-related provisions. It replaces the previous packaging directive with a directly applicable regulation.

What is PPWR?

PPWR is the EU’s framework for preventing and managing packaging waste and improving packaging sustainability and circularity. Its rules address packaging placed on the Union market and the economic operators involved. The exact requirement depends on the packaging, role, market, provision, transition date and any later delegated or implementing act.

When does PPWR apply?

The Regulation entered into force on 11 February 2025 and applies generally from 12 August 2026 under Article 71. Individual provisions, targets and supporting measures can have different dates. A roadmap should therefore record the applicable provision and effective date rather than treating PPWR as one deadline.

Who is affected?

The Regulation assigns responsibilities to economic operators such as manufacturers, importers, distributors and fulfilment service providers, with role-specific details in the legal text. Packaging producers and organizations that specify, source, import, sell or distribute packaged goods may all contribute data or evidence. Legal review determines the role; operations must make the corresponding records findable.

What packaging and product information matters?

A usable data model commonly connects:

  • product identity: SKU, MPN, GTIN, manufacturer and variant;
  • packaging identity: primary, secondary and transport packaging plus components;
  • packaging facts: material, composition, weight and other relevant properties;
  • evidence: specifications, test evidence, technical documentation and declarations; and
  • provenance: supplier, source file, version, date and review status.

This is an operational readiness model, not a universal PPWR schema. The required facts vary by the provision being evaluated.

Interpretation versus product-data readiness

Regulation interpretation decides scope, obligations, exemptions, dates and acceptable evidence. Product-data readiness assembles the identity, packaging facts and source documents needed to run that interpretation across a catalog. Why supplier data matters
